A few customer require us to ship on their account. However I mistakenly entered an account twice. How can I delete the one no longer needed? Seems my only choice is to edit an account with no option to delete one

In the third party billing area?

Or in the Settings area (there is a delete button here)

The 3rd party area is not really managed. It is "smart" (or tries to be!).
