I am having some issues with Ship Rushv3 on XP sp2. Went to use it, did not work. Tried to uninstall, did not work. Tried to update, did not work. Anyway I am now simply trying to manually uninstall so that I can do a completely new installation. Went to Regedit and got rid of all the stuff that says "shiprush" but it still shows up in the add/remove programs.

Is there a way to FORCE the installer to perform a new install?

Any help would be appreciated.

If you've already deleted items, then no.

You can go back into regedit:
HKEY_LOCAL_MACHINE | Software | Microsoft | Windows | Current Version | Uninstall
Find a subkey that starts with C158FBF7. That should be for ShipRush UPS v3
Delete that key and then reboot to re-install ShipRush
